Sheila D. Norman, Esquire  founded Sheila D. Norman P.A. in 1993. In 2004, the firm moved to its current location, serving many of the clients of Harvey Paul Muslin after his untimely death. In 2005, the firm name was changed to Norman and Bullington P.A. when Mr. Bullington joined the firm

Ms.Norman graduated Stetson University College of Law in 1989. While in law school, she served as President of the Stetson chapter of the Florida Association of Women Lawyers, joined Phi Alpha Delta legal fraternity   As a member of a two-person Moot court team she won the National Giles Sutherland Rich Moot Court Competition.

Ms. Norman has been practicing law for over 22 years, including two years representing primarily Creditors in foreclosures and bankruptcy litigation.    Board certified in the area of Consumer Bankruptcy by the American Board of Certification, Ms. Norman has represented primarily Debtors and has filed or been involved with litigating over 500 cases under Chapter 7, 11 and 13 of the Bankruptcy Code.

Board certification means having met or exceeded rigorous certification standards relating to experience, continuing legal education, integrity and peer review in addition to demonstrating a sophisticated understanding of bankruptcy law.

Ms. Norman is a member of the Tampa Bay Bankruptcy Bar Association, an Associate member of the National Association of Chapter 13 Trustees, is a member of the National Association of Consumer Bankruptcy Attorneys and a member of the American Bankruptcy Institute.

Ms Norman is a member  of the Tampa Family American Inns of Court, where she serves as Program Chair.    The Tampa Family American Inns of Court has twice achieved Platinum status (highest status) while Ms. Norman has served on the board.   She is also a member of the Tampa Bay Inns of Court and the Hernando Citrus Inns of Court.

Ms. Norman is admitted to The Florida Bar, the Middle District of Florida, 11th Circuit Court and the United States Tax Court.   She served two terms on the Federal Court Practice Committee of the Florida Bar (two term limit) and currently serves on the Code and Rules of Evidence Committee.

Ms Norman handles bankruptcy litigation matters and consumer cases for the firm.   She represents individuals and small businesses in Chapter 7 and Chapter 11 bankruptcy cases.    She advises and represents clients regarding issue implicating both family law and bankruptcy issues, being one of a limited number of attorneys with experience in both practice areas.    She has spoken to help other lawyers maintain continuing legal education to both bankruptcy and family lawyers about issues related to the intersection of bankruptcy and family law for the Tampa Bay Bankruptcy Bar Association and the Family Law Section of the Hillsborough County Bar Association.

Ms. Norman is the primary attorney in the firm’s Spring Hill office and resident in the Tampa office.   She is the managing partner for the firm.

Walter G.Bullington, Jr., Esquire joined the firm as a partner in 2005, bringing over seven years of experience in working with the Chapter 13 Standing Trustees. He left as senior Chapter 13 Staff attorney for trustee Jon Waage. Mr. Bullington attended meetings and hearings regarding thousands of Chapter 13 bankruptcy cases becoming intimately familiar with the requirements of a successful Chapter 13 case and the concerns of the Chapter 13 Trustees and staff attorneys.

Mr. Bullington a 1989 graduate, cum laude, of the Mercer University School of Law, received an advanced tax law degree from the University of Florida in 1991, representing an additional year of study after law school dedicated to learning how to assist client in dealing with tax problems. Before joining the Chapter 13 Trustee’s offices Mr.Bullington worked in private practice, gaining experience in dealing with various tax matters, including large estates involving complex tax matters.

Mr.Bullington is a member of the Tampa Bay Bankruptcy Bar Association. Mr.Bullington is admitted to the Florida Bar, the Middle District of Florida and the  United States Tax Court.

Mr. Bullington is the primary attorney in the firm’s Dade City office and resident in the Tampa office.
